环境审查
环境审查（ER）是审查一个项目及其对社区的潜在环境影响，并确定其是否符合联邦、州和地方环境标准的过程。 所有美国住房和城市发展部（HUD）援助的项目(例如：、社区发展整体补助金（CDBG）、住房投资伙伴计划（HOME）、持续关怀（CoC）和公共住房等)，以确保拟议的项目不会对周围环境产生负面影响，物业场地本身不会对社区产生不利的环境或健康影响。

If it is determined that the project will cause no significant impacts on the environment or health of the community, a Notice of Intent to Request Release of Funds, in conjunction with, Finding of No Significant Impact (NOI-RROF/FONSI) will be published for a fifteen (15) day comment period. noi - rof /FONSI的目的是让社区有机会对项目发表评论。 鼓励公众在公众评议期间参与。
